Bid management grows up

A procurement is now recorded once, with each awarded vendor underneath it, purchase orders can be tracked against an award, and bids can be edited in place with a full audit trail.

Most of the September 19 release answers feedback from the bid-management review rounds that month. The shape of it:

One procurement, every award underneath it

A solicitation — an RFP or an informal procurement — now holds the number, term, renewal options, category and the losing bidders. Every vendor awarded under it is its own award with its own documents and purchase orders. RFP solicitations group their awards in the registry; informal procurements list flat.

Informal procurements (micro-purchase, simplified acquisition, sole source, piggyback, cooperative) get a generated number, so nobody has to invent one. RFP numbers are still typed, since the district issues those.

Purchase orders on an award

Record a PO against an award and see what has been invoiced against it. The "invoiced against PO" figure on the award page counts invoice lines in the PO's term that matched a bid item in the PO's category.

Bids can be edited in place

On a bid's page you can change its contract months, edit line fields — item name, category, classification, price, and the American / organic / local flags — and delete a line or the whole bid. Every edit is written to an audit trail you can open from the page.

Better bid-line matching

An invoice line now matches a bid item when the bid's words are all present in the invoice description, in any order, with unit spellings folded (lb / lbs / #, ct / cnt). Anything containing a number must match that number exactly, so "60 CT" never matches "72 CT".
